At long last, the first meeting of Static and Black Lightning! Virgil Hawkins has always had a bit of a problem with authority figures - especially politicos as seemingly crooked as one-time Luthor crony Jefferson Pierce. When Black Lightning comes to speak at Hemingway High's commencement, Static fully intends to give him a piece of his mind. But not if Holocaust takes a piece out of both of them first!

It's graduation time at Hemingway High in Dakota and former secretary of Education Jefferson Pierce, a.k.a. Black Lightning, has been chosen to be the commencement speaker.  At the ceremony are current Hemingway High students Frida Goren and Virgil Hawkins, the former being the electrically powered teen hero known as Static.  During Pierce's speech, Virgil reveals his dislike for his fellow electric wielding hero due to Pierce's tenure in Lex Luthor's corrupt presidential cabinet.

Meanwhile, Holocaust has broken into Iron Heights penitentiary to obtain some information about a 'business deal' that hew as cheated out of.  Holocaust's informant has told him that the former secretary of education was the one who interrupted Holocaust's dream of owning a riverboat casino.

Holocaust arrvies at the graduation ceremony and attacks Jefferson Pierce to obatin revenge.  A battle between Black Lightning and Holocaust errupts, and Holocaust seems to have Black Lightning beat until Static arrives.  The two similarly powered heroes work together and defeat Holocaust.  During the battle, Static and Black Lightning settle all of the disputes they had with one another.
